Following David Cameron’s announcement in November 2012 that the government was calling time on equality impact assessments (EIA), Brandon Lewis (the Parliamentary Under-Secretary of State at the Department for Communities and Local Government (DCLG)) has written to all leaders and chief executives of local authorities confirming some of the key points made by the Prime Minister.

Following the statement by the Secretary of State for Communities and Local Government on 19 December 2012 on the provisional figures for the 2013/14 and 2014/15 local government finance settlements, local authorities in England will have been carefully scrutinising the figures to determine the proposed grant that they will receive for 2013-14 and the impact that that the proposed settlement will have on their own budget and future service provision. The total central government funding for all local authorities in England (known as the Aggregate External Finance (AEF)), will fall by 3.9% in 2013/14 and by 8.6% in 2014/15 (although ring-fenced grants for frontline education are excluded). This means that local authorities will have to find further savings in budgets that have already been significantly reduced over the last few years.

On 13 December 2012, the Cabinet Office published an update on the steps the government is taking to increase the level of partnership working between the public sector and civil society.
The update includes some interesting news, including confirmation that the Public Services (Social Value) Act 2012 will come into force in January 2013 and be preceded by guidance on its requirements. However, it falls short of promising what the Communities and Local Government Committee asked for in its review of mutuals and local government.

On 11 September 2012, the European Parliament adopted the final text of the proposed European Standardisation Regulation (SR). The new SR will set out a new regime for the use in public procurement of certain standards in the field of Information and Communication Technologies (ICT).
In this post, Elisabetta Rotondo of Kemp Little LLP looks at the requirements of the SR and warns of the dangers of the UK pursuing its stated desire to require that open standards are licensed on a royalty-free basis.
